What Trakhees governs
Trakhees is the regulatory arm of the Ports, Customs and Free Zone Corporation. Within its jurisdiction it replaces both Dubai Municipality and Dubai Civil Defence, handling building permits, fire and life safety, and environmental health under a single authority. Properties on Palm Jumeirah, in Discovery Gardens, across the Jebel Ali area and in several other PCFC developments fall under Trakhees rather than DM.
The two review arms
Trakhees splits its technical review into CED and EHS. The Civil Engineering Department handles architectural, structural and MEP review along with the fire and life-safety assessment that DCD would otherwise perform. Environment, Health and Safety covers occupational safety, environmental compliance and, for food premises, public health requirements. Most fit-outs touch both.

Typical timeline
Fit-out approvals generally take 10 to 20 working days. Trakhees applies its own drawing standards and submission formats, which differ meaningfully from the Municipality equivalents — a package prepared for DM will not pass here without rework. Getting the format right the first time is most of the battle.
A note on jurisdiction
Clients frequently arrive having submitted to the wrong authority, most often when a Palm Jumeirah property was assumed to sit under Dubai Municipality. Confirming jurisdiction from the affection plan before any drawing work begins avoids weeks of wasted effort.
