What Emaar governs
Emaar issues the community or building management NOC required before any government submission within its developments. As with Nakheel, this is a private developer approval rather than a government one, but it functions as a gate — the Municipality will not proceed without it.

Retail and F&B units in Emaar malls face an additional and considerably more detailed tenant coordination process run by the mall management team.
Typical timeline
Residential and office NOCs are usually issued within 7 to 15 working days. Mall retail units follow a separate tenant coordination track with its own design review stages, and that process runs substantially longer.
