What Dubai Municipality governs
Dubai Municipality is the primary permitting authority for every mainland property in the emirate. If your unit is not inside a free zone or a master-developer community, your fit-out permit starts here. DM reviews the architectural drawings, checks the proposed layout against the approved as-built plan, and issues the permit that legally allows work to begin on site.
When you need DM approval
- Interior fit-out of a retail unit, office, restaurant or clinic
- Any change to internal partitions, ceilings or the approved layout
- Villa extensions, majlis additions, shades, pools and boundary walls
- External signage, shopfronts and facade alterations
- Final completion certificate once the works are finished
Documents required
The submission pack typically includes the tenancy contract or title deed, the affection plan, the landlord or owners-association NOC, your trade licence, the consultant and contractor licences, and a full set of architectural drawings showing existing and proposed conditions. Restaurants and clinics attract additional department reviews and need their equipment schedules included from the outset.
Typical timeline
A clean commercial fit-out submission usually clears in 7 to 14 working days. Villa extensions run longer, generally 15 to 30 working days, because the structural review is more involved. Each round of authority comments adds roughly three to five days, which is why the quality of the initial drawing set matters more than anything else in the process.
Where submissions typically fail
The most common rejections come from drawings that do not match the affection plan, missing or expired NOCs, partition layouts that block a fire escape route, and mechanical drawings that were never coordinated against the architectural set. We check all four before anything reaches the portal.
