What Nakheel governs
Nakheel is a master developer rather than a government authority, but its no-objection certificate is a prerequisite for the government submission in every community it controls. The government authority will not process your application without it, which makes the Nakheel NOC the practical starting point for these projects.

What the review covers
Nakheel assesses whether the proposed work complies with the community design guidelines — external appearance, permitted extension footprints, boundary treatments, roof and facade materials, and the visual consistency of the street. Internal-only works receive a lighter review than anything visible from outside.
Typical timeline
NOCs are typically issued in 7 to 15 working days for compliant applications. Villa extensions and any externally visible alteration take longer and are the most likely to attract conditions or a request for design revision.
Sequencing matters
The Nakheel NOC comes first, then the government submission. Preparing both in parallel and submitting to the authority before the NOC is in hand simply results in a rejected application.
