What this covers
Trakhees is the regulatory arm of the Ports, Customs and Free Zone Corporation. Within its jurisdiction it replaces both Dubai Municipality and Dubai Civil Defence, handling building permits, fire and life safety, and environmental health under one authority.

- Jebel Ali Industrial Area and the surrounding port zone
- Dubai Waterfront and other PCFC-administered plots
Two review arms
The Civil Engineering Department (CED) handles architectural, structural and MEP review plus the fire and life-safety assessment that DCD would otherwise perform. Environment, Health and Safety (EHS) covers occupational safety, environmental compliance and public health for food premises. Most fit-outs touch both.
Confirm jurisdiction before drawing anything
Clients regularly arrive having submitted to the wrong authority — most often a Palm Jumeirah property assumed to sit under Dubai Municipality. Trakhees applies its own drawing standards and submission formats, so a package prepared for DM will not pass without rework. We read the affection plan first and confirm the route before any drawing work starts.
