What Dubai Civil Defence governs
DCD is responsible for fire and life safety across every occupied building in Dubai. Its review is entirely separate from the Municipality permit and runs against the UAE Fire and Life Safety Code of Practice. No fit-out reaches completion without a DCD no-objection certificate, and no restaurant, clinic or assembly space opens without a DCD inspection.
What the review covers
- Sprinkler layout, coverage and hydraulic calculations
- Fire alarm and detection design, including addressable device schedules
- Emergency lighting and illuminated exit signage
- Travel distances, escape route widths and door swing directions
- Fire-rated partitions, fire stopping and compartmentation
- Kitchen suppression systems and LPG gas installations
- Smoke management and stairwell pressurisation where applicable
Typical timeline
Standard commercial fit-outs clear DCD in 10 to 21 working days. Restaurants with commercial kitchens, clinics, nurseries and any assembly occupancy take longer because the scope of review widens considerably. The final inspection is booked separately once the installation is physically complete on site.
The two-stage process
DCD approval happens in two stages that clients often conflate. The first is design approval, where the drawings are reviewed and the NOC is issued so work can proceed. The second is the site inspection after installation, where an officer physically verifies that what was built matches what was approved. Failing the second stage after passing the first is common when contractors deviate from the approved drawings during construction.
Where submissions typically fail
Sprinkler heads obstructed by new bulkheads, escape travel distances exceeded by a partition layout, missing hydraulic calculations, and kitchen extract systems submitted without the suppression detail. Each is avoidable at the drawing stage.
