What RTA governs
The Roads and Transport Authority controls everything that touches the public road network. Most interior fit-outs never involve RTA at all — but the moment your project affects a footpath, a parking bay, a site access point or the flow of traffic, an RTA no-objection certificate becomes mandatory.
When you need an RTA NOC
- Hoarding or scaffolding that encroaches on a footpath or road
- Temporary traffic diversions during construction
- New or modified vehicle access points and driveways
- Changes to parking layouts or bay allocations
- Excavation or utility works within the road reserve
- Any work within the Dubai Metro corridor or its protection zone
- Large signage visible from or overhanging the highway
Typical timeline
Straightforward NOCs are issued in 7 to 15 working days. Traffic diversions requiring a formal traffic management plan take considerably longer, and anything within the Metro protection corridor triggers a specialist review that should be started as early as possible.
The one to check early
RTA is the approval most often discovered late, usually when a contractor arrives on site and realises the hoarding will encroach on a footpath. Identifying the requirement during the assessment stage costs nothing; discovering it on mobilisation day stops the job.
