
The most expensive mistake in a Dubai fit-out costs nothing to avoid: submitting to the wrong authority.
We see it constantly. A Palm Jumeirah villa owner submits to Dubai Municipality. A JLT office tenant assumes DMCC covers everything. A Discovery Gardens retail unit prepares drawings to DM standards and discovers Trakhees uses a different format entirely.
Each of those errors costs weeks and a redrawn package. Here is how to get it right the first time.
Jurisdiction follows the plot, not the postcode
This is the core point. Two buildings on the same road can fall under different authorities, because jurisdiction is determined by which body administers the land — not by where the building appears on a map.
Your affection plan states this. It is the definitive document, and reading it is the first thing any competent consultant does.
The four categories
1. Mainland Dubai — Dubai Municipality
The default for property that is not inside a free zone or a master-developer community. Business Bay, Deira, Al Quoz, Jumeirah, most of Sheikh Zayed Road.
You will need DM for the fit-out permit, Dubai Civil Defence separately for fire and life safety, and DEWA for utilities. Three authorities, three submissions, running in parallel.
2. Free zones — their own regulator
Free zones replace Dubai Municipality entirely, and in some cases Civil Defence too.
- Trakhees — Palm Jumeirah, Discovery Gardens, Jebel Ali, Dubai Waterfront. Combines building, fire and environmental review under one authority.
- DMCC — Jumeirah Lakes Towers. You will also need a CONCORDIA building management approval and a separate DCD review.
- TECOM / DDA — Internet City, Media City, Knowledge Park, d3, Studio City, Science Park.
- DIEZ — Dubai Silicon Oasis, Dubai Airport Free Zone, Dubai CommerCity.
- JAFZA — Jebel Ali Free Zone warehousing and industrial.
- Dubai South — the districts around Al Maktoum International.
3. Master-developer communities — an NOC first
Nakheel, EMAAR and community management companies are not government authorities, but their no-objection certificate is a prerequisite. The government body will not process your application without it.
This catches people out because the sequence is rigid. NOC first, then the government submission. Preparing both in parallel is fine; submitting out of order is not.
4. Specialist authorities — layered on top
These apply regardless of which of the above governs your unit:
- DHA — any clinic, dental practice, pharmacy or laboratory
- RTA — hoarding on a footpath, traffic diversion, parking changes, Metro corridor works
- Dubai Police — CCTV design for retail, F&B, jewellery and banking premises
- LPG gas approval — any commercial kitchen or gas-fired equipment
- Etisalat / du — telecom infrastructure and riser access

Notice the restaurant. Six approvals, and every one of them is genuinely required. Missing the Dubai Police CCTV approval will not stop your fit-out, but it will stop your opening.
How to check yours in five minutes
- Find your affection plan. Your landlord or the property management office has it. It names the governing authority directly.
- Check your tenancy contract for the community or free-zone name.
- Identify the specialist layers — are you medical, food service, or doing anything that touches a public road?
- Confirm before drawing. Trakhees and DM have genuinely different drawing standards. A package prepared for the wrong one needs reworking, not just resubmitting.
The pattern behind most stalled files
When we take over a project that has been stuck for months, the cause is usually one of three things: submitted to the wrong authority, missing a master-developer NOC that should have come first, or a specialist approval nobody identified at the start.
